when I change the language options from English to French, the F10 shortcut no longer works. By switching back to the English option, everything returns to normal.

What version/year of Band-in-a-Box are you using? And what is your build number please? You can check under Help | About Band-in-a-Box, and the build number is in brackets near the top.
